Yes. The phone app queues every meter reading, dip, expense, and delivery locally when there's no data. When signal returns it syncs in order, with server-side idempotency keys so nothing double-posts.
The worker types a number AND captures a photo with GPS fence. Google Vision OCR reads the photo server-side. If the OCR disagrees with the typed value by more than 2%, an exception is raised and you get a WhatsApp alert.
